Rosagroleasing maintaining focus on developing agro complex, considering supplying seeds and fertilizer to farmers

MINERALNYE VODY. Aug 17 (Interfax) - Rosagroleasing has remained primarily focused on developing the agricultural sector, and the company is expanding services to the industry, Vladimir Balter, Rosagroleasing's new CEO as of August 13, said in a statement.

"The main objectives facing Rosagroleasing are formulated in the 2030 strategy, and they are unchanged. We continue to focus on developing the agricultural sector, and we are building the Rosagroleasing ecosystem. We have created RAL Factoring and RAL Capital this year, as well as three MTCs [machinery and technology companies]," Balter told reporters on Saturday on the sidelines of the All-Russia Ploughing Championship in the Stavropol Territory.

Balter added that the company's operations are maintaining full continuity.

"The main objective is to continue supporting farmers with preferential terms, especially in such challenging times, and to add to our services what is truly needed now," he said.

"We are currently working on ways to provide working capital assistance through RAL Factoring, how to assist farmers with seed and fertilizer supplies, and how to render our programs even more accessible in the current situation. Essentially, we want to become a one-stop shop for farmers. We already are, but we are expanding the range of services needed in the current environment," Balter said.

Balter noted that he joined Rosagroleasing nearly simultaneously with its previous director, Pavel Kosov, and served as First Deputy CEO.

"Therefore, I have been involved in everything Pavel Nikolayevich [Kosov] and his team built," he said.

As reported, Rosagroleasing's sole shareholder, Russia's Agriculture Ministry, decided to appoint Balter as CEO of the company.

According to industry social media, Kosov could soon head the Russian Ecological Operator state-owned enterprise.

JSC Rosagroleasing is a state-owned leasing company established in 2001 to address the technical and technological modernization of the domestic agricultural sector. In 2025, the company leased over 14,000 units of equipment for the agricultural sector and other industries, valued at over 80 billion rubles.

Revenue rose to 31.3 billion rubles in 2025 from 24.7 billion rubles in 2024, and net profit increased to 1.5 billion rubles from 1.3 billion rubles, respectively.

Rosagroleasing has been diversifying its business in recent years by supplying equipment for other industries and establishing machinery and technology companies that provide agricultural land cultivation services to farmers.
