Central Bank of Russia to disclose information on ownership structure of financial organizations in new anonymous form from Jan 1, 2027
MOSCOW. July 20 (Interfax) - The Central Bank of Russia will begin publishing data on the ownership structure of financial organizations in the new format on January 1, 2027, it follows from a directive published on the CBR website.
From the start of next year, the CBR will resume the publication of this data, but in a new format, and the information will be disclosed anonymously as a set of criteria. The updated format will concern information on banks, non-state pension funds, insurance organizations and managing companies, as well as microfinance organizations (MFOs).
"Data will be disclosed for 14 criteria: the plans are to publish a list of facts characterizing the participants of the ownership structure, information on whether the organization has received an order from the CBR due to its unsatisfactory business reputation or financial state, and so on. The only possible answers to the criteria are 'yes', 'no' and 'not applicable'. As such, a unique set of characteristic answers will be published for every market participant," the bank said in its statement.
This approach will provide the market with essential information but without increasing sanctions risks for market participants, the CBR said.
This will not involve any additional work for market participants, as the regulator will form the structure in anonymous form independently, taking into account the financial organization's position. The information disclosure format proposed by the CBR directive has been discussed with and backed by the financial market, the CBR statement says.
