Pomorye, NewNew Shipping to sign memorandum on project for new district of Arkhangelsk port

ST. PETERSBURG. June 4 (Interfax) - The Arkhangelsk region and China's Hainan Yangpu NewNew Shipping Co., Ltd plan to sign a memorandum in the very near future defining the parameters of both parties' participation in the project for constructing a deep-water area at the Arkhangelsk seaport, the regional authorities and governor's press service said.

"We view this project not only from the perspective of creating a strategic infrastructure facility of the Northern Sea Route, but also as an important element of Arctic development. Joint work on creating a modern port will help further strengthen mutual trust and partnership between our countries," the press service quoted Arkhangelsk region Governor Alexander Tsybulsky as saying.

As reported, capital expenditures for constructing the deep-water area of the Arkhangelsk seaport are estimated at 375 billion rubles. NewNew Shipping may invest up to 200 billion rubles in the project. The project, designed to be carried out by 2032, provides for the reception of cargo ships with a deadweight of up to 75,000 tonnes and a draft of up to 14.5 meters. It is planned that the deep-water area of the Arkhangelsk port will have five terminals.

In the fall of 2023, the Russian government approved a comprehensive plan for developing the Arkhangelsk transport hub up to 2035. The creation of a deep-water area at the seaport and the construction of a new terminal were named as the plan's main measures in the government decree. It was also forecast that the estimated capacity of the terminal by 2040 would be 25 million tonnes per year. The Dvina Bay of the White Sea was named as the site for the project's implementation.

It was also reported that the Arkhangelsk region expects to increase freight turnover with China via the Northern Sea Route during the 2026 navigation season. The region and NewNew Shipping Line signed a memorandum of cooperation for the summer-autumn navigation in March this year.
