Russian govt increases base prices for sunflower oil, meal for calculating export duties
MOSCOW. April 24 (Interfax) - The Russian government has raised the base export prices for sunflower oil and sunflower meal, on the basis of which export duties are calculated.
The base export price for sunflower oil has increased from 82,500 to 90,750 rubles per tonne and for sunflower meal it as risen from 15,875 to 17,463 rubles per tonne, the government's press service said.
"The decision aims to support enterprises engaged in sunflower seed processing, and stimulate production growth and exports of sunflower oil, as it will reduce the rates of export customs duties on these products," it said.
The rates of export customs duties on these products are calculated using a special formula that takes into account the difference between the indicative export price (the arithmetic mean of market prices for the month) and the base export price approved by the government. The higher the base export price, the lower the duty rate, the press service said.
The resolution was prepared in order to implement a decision of the subcommittee on customs tariff and non-tariff regulation and protective measures in foreign trade of the government commission on economic development and integration which was adopted in April 2026.
Russia introduced the sunflower damper mechanism on September 1, 2021. Duties are calculated monthly. Initially, they were in dollars, and since July 2022 they have been in rubles.
In August 2024, floating duties were extended for two years until September 1, 2026. In October 2025, the government extended them until August 31, 2028.
