KazMunayGas, KBR and KazFoodProducts sign term sheet for aviation fuel project in Kazakhstan

ASTANA. April 23 (Interfax) - Kazakhstan's national oil and gas company KazMunayGas, along with Kellogg Brown & Root and KazFoodProducts, have signed a term sheet for a project to build a sustainable aviation fuel plant in Kazakhstan, the KMG press service said.

The signing took place in Astana on the sidelines of a regional environmental summit.

"The signing of the documents marks the transition to the project development phase. Completion of the Process Design Package (PDP) is scheduled for the first quarter of 2027. This will enable the adaptation of PureSAF technology, including the Alcohol-to-Jet (ATJ) process, to local feedstock and help define the plant's technical specifications. Based on the PDP results, a final investment decision (FID) on construction will be made," KMG said.

KBR will act as the licensor of PureSAF technology and the engineering contractor. The technology enables the production of aviation fuel via the Alcohol-to-Jet pathway using feedstock including bioethanol.

Aset Magauov, deputy chairman of the KazMunayGas management board, said the project is aimed at developing low-carbon fuels and integrating agricultural feedstock into higher-value processing chains.

In a separate agreement, KazMunayGas and KazFoodProducts outlined the division of responsibilities and their respective contributions to the project.

KMG previously discussed building an SAF plant with U.S. company LanzaJet. The capacity of the future enterprise would be 54,000 tonnes of aviation fuel and up to 100,000 tonnes of bioethanol processing per year. In September 2025, KazMunayGas and LanzaJet approved the project's feasibility study and began front-end engineering design. As part of the FEED, all technical and economic solutions for the construction of the enterprise will be developed. According to market analysis, SAF consumption in Kazakhstan could reach 70,000 tonnes per year by 2030.

LanzaJet and KazMunayGas signed a memorandum of cooperation on SAF production in Kazakhstan in August 2024.

KazFoodProducts is one of Kazakhstan's largest agricultural holding companies, founded in 1998. The company comprises about 20 enterprises and operates as a vertically integrated group across the full value chain - from grain production and livestock farming to deep processing and the manufacture of finished, value-added products. The group includes BioOperations, the only facility in Central Asia for deep grain processing and bioethanol production.
