Russian govt confirms additional grain export quota of 5 mln tonnes to June 30

MOSCOW. April 10 (Interfax) - The Russian government has approved an additional quota of 5 million tonnes for exports of wheat, meslin, barley and corn until June 30.

The corresponding decree was signed on April 10, 2026.

The Agriculture Ministry will distribute this volume among exporters on an application basis.

This decision has been made to take into account Rosstat's adjustment of the gross grain harvest for 2025, which increased to 141.2 million tonnes as a result, and the sufficient supply of this produce on the domestic market.

The size of the main quota is 20 million tonnes, according to a decision from December 2025. This quota came into effect on February 15.

The quotas do not cover exports to the Eurasian Economic Union (EAEU), produce exported for the purposes of international humanitarian aid to foreign states based on government decisions.

The export quota mechanism allows for an optimal balance to be maintained between the domestic grain market and grain exports abroad. As part of this quota, grain exports are subject to a floating duty which depends on the price situation.

Russia introduced quotas for grain exports in 2020, limiting them to 7 million tonnes from April 1 to June 30. From February 15 to June 30, 2021. From February 15 to June 30, 2021, a new quota of 17.5 million tonnes came into effect. In late 2021, the government decided to introduce annual quotas, effective from February 15 to June 30.

The quota amounted to 11 million tonnes in 2022, including 8 million tonnes of wheat, 25.5 million tonnes in 2023, 29 million tonnes in 2024 and 10.6 million tonnes in 2025.
