Former CEO of Russian Ural Works of Civil Aviation appointed head of Rostec's Shtamp Machine-Building Plant in Tula

YEKATERINBURG. March 16 (Interfax) - Leonid Luzgin, former head of Russian aircraft producer JSC Ural Works of Civil Aviation (UWCA) in Yekaterinburg, has been appointed CEO of JSC Shtamp B. L. Vannikov Machine-Building Plant of Tula, owned by state-owned company Rostec, according to the Unified State Register of Legal Entities (USRLE).

The information about the change of leadership was registered on March 13.

Before Luzgin, Vladimir Oleinikov was head of the Shtamp plant as of June 2022.

As reported, Luzgin worked as CEO of UWCA, the producer of the Baikal and Ladoga aircraft, from May 28, 2024 to September 9, 2025, replacing Igor Ozar, who was previously head of PJSC S. P. Korolev Rocket and Space Corporation Energia, the parent company for crewed space systems producing the Soyuz crewed spacecraft and Progress cargo spaceships, and PJSC Sukhoi.

The Shtamp Machine-Building Plant was founded in 1880, then known as the Tula Cartridge Plant. Various products are manufactured there, including special equipment cabinets and belt conveyors. It is the only facility in Russia to mass-produce samovars.
