Russian agencies will work on tax preferences for biotechnological companies - Industry and Trade Ministry

MOSCOW. Feb 25 (Interfax) - The Industry and Trade Ministry has agreed with other agencies on a draft roadmap for forming regulation in the field of bioeconomics, which includes, among other things, the preparation of tax preferences and measures to reduce the financial burden on enterprises in the sector.

According to the ministry's press service, citing Deputy Industry and Trade Minister Mikhail Yurin, "the plan is based on forming a competitive environment, including the elaboration of tax preferences and reducing the financial burden on biotechnological enterprises."

The roadmap also provides for the elaboration of tariff and non-tariff regulatory measures for importing foreign bioeconomy products, as well as the introduction of sanitary and epidemiological control over imported products.

"For the correct formalization of the industry within the regulatory framework, the Industry and Trade Ministry together with the Agriculture Ministry and the industry community is working on preparing proposals for adjusting OKPD2 [Russian National Classifier of Products by Economic Activities] codes. It is planned that the update will be completed by the second half of 2026," the press service said.

The Technological Support for Bioeconomics national project, designed to last until 2030, was approved in December, and its implementation began this year. It aims to increase technological independence for bioeconomy products to 40% by 2030, increase production in this area 96%, and raise the share of domestic biotechnological products in the consumption structure to 55%.

The structure of the national project will include three basic federal projects: Organization of Production and Stimulation of Sales of Bioeconomy Products, Scientific and Technological Support for the Development of Bioeconomics, and Analytical, Methodological and Personnel Support for Bioeconomics.

The Industry and Trade Ministry previously said that the national project will include 36 areas. They are divided into four blocks: microorganisms, cell cultures and their derivatives; products of microbial synthesis; products of processing plant and animal raw materials, and means of production.

According to the ministry's materials, 20 billion rubles will be allocated for implementing the national project until 2030. The potential size of the market by 2030 is over 700 billion rubles.

Speaking at the Bioprom forum in October 2025, Industry and Trade Minister Anton Alikhanov said that the ministry forecasts the growth of bioeconomy turnover in Russia at a faster rate than laid out in the national project developed by the government, which assumes a doubling of turnover by 2036, to 1 trillion rubles. The size of the biotechnology market in Russia in 2024 was 440 billion to 450 billion rubles, he said.
