Bread, flour prices in Ukraine increase 40% over 2 years - industry association

MOSCOW. Feb 16 (Interfax) - Rising raw material and energy costs have resulted in an average 40% increase in bread and flour prices in Ukraine over the past two years, Ukrainian media reported, citing the Millers of Ukraine Union.

The price growth has been consistently high: in 2024, bread prices rose by 20%-22%, and by another 19%-23% in 2025, the association's analytical report, which was published by the APK-Inform news and analytical agency, said. A similar 40% hike over the two-year period was also recorded for wheat flour.

The price of premium wheat bread has surged by 44% over the past year to UAH 63.5 per kilogram, rye bread by 45% to UAH 50.6 per kilogram, and loaf by 34% to UAH 30.9 per kilogram, the association said.

"Currently, actual selling prices for flour are 10%-15% lower than declared prices and have practically equaled the cost price. With the average price of grade 2 wheat at UAH 10,300 per tonne and processing costs of at least UAH 2,500 per tonne, a 3% profitability rate is a significant achievement for millers," the report said.

Experts said that, unlike bakers, who can compensate for the low profitability of social grades by producing premium and small-piece products, millers lack this opportunity due to the low sales of packaged flour. At the same time, the industry association noted a growing trend in Ukraine toward home-baked bread.

"The population is increasingly making bread at home. It's significantly cheaper, tastier, and becoming fashionable," the industry association said.

Experts said that premium bread under the Tsar Khleb and Kulinichi brands, which boast excellent taste, costs over 100 UAH per kilogram and is unaffordable for many Ukrainians.
