Russian Industry and Trade Ministry proposes introducing full VAT payments on foreign goods from 2027
MOSCOW. Feb 11 (Interfax) - The Russian Industry and Trade Ministry is discussing various options for creating fairer conditions for Russian and foreign sellers, Industry and Trade Minister Anton Alikhanov said at a meeting of the State Duma Industrial Policy Committee.
The ministry said that it was particularly in favor of introducing a full VAT rate of 22% for foreign goods from January 1, 2027.
This proposal differs from the draft regulation developed by the Finance Ministry, which stipulates a gradual increase in the VAT rate for foreign goods purchased, from a potential 5% in 2027 to 10% in 2028, 15% in 2029 and 20% from 2030 onwards.
Besides the tax-related proposals, Alikhanov said that the Industry and Trade Ministry was also making further adjustments to a system for cross-border e-commerce and leveling out commissions on online marketplaces.
