Kiev misses 9 Ukraine Facility benchmarks in Q4 2025, could forfeit 2.3 bln euros - consortium

MOSCOW. Dec 30 (Interfax) - Ukraine could forfeit 2.3 billion euros in European Union funds after failing to implement nine indicators under the Ukraine Facility program in the fourth quarter of 2025, Ukrainian media reported citing a presentation by the Resilience, Reconstruction and Relief for Ukraine (RRR4U) consortium monitoring the implementation of the program's benchmarks.

The list of missed indicators in October-December 2025 includes amendments to the public service law, lifting the suspension on the state assistance law, the enactment of the law on the main principles of housing policy, deregulation in certain economic sectors, as well as updating licensing procedures for investment in renewable energy sources, RRR4U said in the presentation.

Other missed benchmarks include appointing the electricity market's nominated operator, determining of the special status of the National Commission for State Regulation of Energy and Public Utilities, supporting the development of Ukraine's effective and more sustainable centralized heat supply system, and enacting a law on traffic safety and rail transport interoperability.

Other conditions Kiev failed to meet earlier this year include enlarging the staff of the High Anti-Corruption Court (300 million euros) in Q1 2025, modifying the procedure for reviewing judge integrity declarations, their verification, as well as enforcement proceedings digitalization reform (700 million euros) in Q2, and adopting Integration Electricity Package legislation (300 million euros) in Q3.

The indicators necessary for the release of financial aid missed by Ukraine in 2025 total 3.6 billion euros, according to the presentation.

The European Union's Ukraine Facility provides up to 50 billion euros in funding for Ukraine's 2024-2027 macroeconomic stability, modernization, recovery and accelerated integration into Europe. Financing is disbursed in tranches after Ukraine's fulfillment of structural benchmarks is verified. The Ukraine Plan's two-year-old initial version was updated after August 2025.

Ukraine has received a total of 26.8 billion euros under Ukraine Facility since March 2024, or nearly 70% of the program's initial amount. The European Commission disbursed the latest tranche of 2.3 billion euros on December 22.
