Russian govt sets grain export quota for 2026 at 20 mln tonnes
MOSCOW. Dec 24 (Interfax) - The quota for grain exports from Russia will be 20 million tonnes in 2026, the government said in a press release.
According to a signed decree, this applies to exports of wheat, meslin, barley and corn from Russia outside the Eurasian Economic Union (EAEU). The level of the export quota for rye is zero.
The quotas will be in effect from February 15 to June 30, 2026.
"This decision will make it possible to support an optimal balance between the domestic grain market and supplies of this product abroad. It was made taking into account the forecast indicators for the production and consumption of grain crops on the Russian market," the government said.
Tariff quotas do not apply to exports of grain for providing international humanitarian aid to foreign states based on government decisions.
The size of the grain export quota was approved at a meeting of the subcommission on customs-tariff and non-tariff regulation of the governmental commission on economic development and integration in October 2025.
The mechanism for grain export quotas was launched in Russia in 2021. Within the quota, grain exports are subject to a floating duty, dependent on the price conditions.
