Ukraine's Metinvest buys pipe plant in Romania from ArcelorMittal

MOSCOW. Dec 17 (Interfax) - Metinvest, Ukraine's biggest mining and metals holding, has acquired a pipe plant, Tubular Products Iasi S.A. (AMTP Iasi), in Romania from ArcelorMittal, which is controlled by ArcelorMittal S.A. (Luxembourg), Ukrainian media reported, citing a statement from Metinvest.

The group continues to enhance the synergy of the metals industries of Ukraine and EU, it said.

According to the statement, on December 16 Metinvest completed the acquisition of ArcelorMittal Tubular Products Iasi, located in the Romanian city of Iasi.

The plant produces welded structural pipes for the construction, engineering, infrastructure and agricultural sectors. Its maximum production capacity is 240,000 tonnes a year.

The plant is Metinvest's first production site in Romania. Negotiations on its acquisition lasted several months. On November 24, 2025, the group received the European Commission's approval for the purchase of the asset under the EU Merge Regulation. The following day, it received approval from Romania's national competition authority following a foreign investment screening procedure.

The new asset will be integrated into Metinvest's production and organizational chains in 2026. It has five pipe mills, two longitudinal cutting lines and two coating lines. Metinvest will honor all terms of the current employment contracts with the plant's staff in Iasi.

In addition to Ukraine and Romania, Metinvest has assets in Italy, Bulgaria, the United Kingdom, and the United States.

AMTP lasi, which is registered in Romania, specializes in producing and supplying small welded carbon steel pipes.

Metinvest is a vertically integrated group of mining and steelmaking companies operating in Ukraine, European Union countries, the UK, and the U.S. Its principal shareholders are SCM (71.24%) and Smart-Holding (23.76%), which jointly manage the company.
