State Duma passes law to extend part of Russian government's anti-crisis authority through 2026
MOSCOW. Dec 9 (Interfax) - The State Duma in the third reading on Tuesday passed a law to extend part of the Russian government's anti-crisis authority in effect from 2022 to 2025 through 2026.
The government submitted document No. 1082666-8 to parliament in late November.
In 2022, the State Duma passed a law outlining a special list of temporary powers for the Russian government designed to respond promptly to external restrictions. The article encompassed a wide range of anti-crisis procedures, including specifics to assess product conformity, regulations on inspections and government oversight, and simplified permitting and licensing procedures, as well as specific procedures for shared construction, urban development, pharmaceutical distribution, and insurance premiums.
The amendments adopted on Tuesday envisage assigning six powers to the Russian government through 2026, namely specifics for assessing product conformity; organizing and implementing government and municipal oversight; permitting activities; establishing a list of goods to which certain provisions of the Civil Code on exclusive rights (the parallel import procedure) do not apply; implementing mandatory requirements to respond to external restrictions; and circulating medicines and medical devices.
The explanatory note indicates that the procedure for assessing simplified conformity is necessary to ensure parallel imports and prevent imposing secondary sanctions on partners, including those from unfriendly countries.
A number of previously implemented anti-crisis powers valid from 2022 to 2025 have not been extended through 2026. These powers relate to shared construction, including the specifics of applying penalties, fines, and other sanctions under shared construction participation agreements, as well as the rules for transferring shared construction projects to participants. Provisions regarding construction and urban development have also not been extended, namely the simplified procedure for amending design documentation when replacing imported construction resources with Russian equivalents, including a reduced re-examination period of 14 business days; specifics for conducting government reviews of design documentation; and special procedures for preparing and approving territorial planning documents; as well as issuing urban development plans, and permits for construction and commissioning of facilities.
The authority to establish procedures for disclosing and posting online consolidated financial statements, accounting reports, and other information on the financial and economic status of organizations and enterprises will not be extended through 2026.
Measures for mandatory social insurance against industrial accidents will also expire, including regulations on inspections, extensions of contribution payment deadlines, and additional grounds for deferrals and installment plans for affected industries.
