State Duma speaker proposes studying China's AI regulation practices

MOSCOW. Dec 8 (Interfax) - China has done a lot for legislative regulation of artificial intelligence, State Duma speaker, Collective Security Treaty Organization (CSTO) Parliamentary Assembly Chairman Vyacheslav Volodin said, adding that such practices should be studied more closely.

"China has done a lot in this area. We could ask our colleagues to share how they came to the solution and what narratives and many other approaches they are using. They have managed to protect their sovereignty. They are protecting citizens from destructive content. We cannot say the same, for example, about European countries," Volodin said at a meeting of the CSTO Parliamentary Assembly on Monday.

There is no basic law to regulate relations between AI and humans, robots and humans, at this point, he said.

"Everyone is trying to traverse this thin ice as quickly as possible, some to get rich, some to become famous, some, in principle, follow this path as a means of self-realization. Yet we must think about our citizens, our countries. These are new challenges. There are also new opportunities," Volodin said.

"Issues related to the development of new technologies, artificial intelligence, require both closer attention and control," he said.

"Opportunities should be used, challenges should be overcome, however, we should do so in a way that would not harm children, people and the state. For our part, we should combine our capabilities to elaborate decisions, which would require this exact approach," Volodin said.

A joint meeting of the Council and 18th plenary session of the CSTO Parliamentary Assembly took place under Volodin's chairmanship at the State Duma on Monday. The agenda included harmonization of laws of organization member states and countering threats and challenges in the CSTO zone of operations, as well as a draft statement of the assembly on ensuring international security in the emerging multipolar world order. Parliamentary delegations from Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Iran attended the meeting.
