Lysogorsky named first dep. industry minister, dept. head Matushansky promoted to dep. minister

MOSCOW. Dec 2 (Interfax) - Deputy Industry and Trade Minister Kirill Lysogorsky, who oversees state programs to develop the military-industrial complex and fulfillment of government defense contracts at the ministry, has been promoted to first deputy minister.

The order on the appointment has been signed by Prime Minister Mikhail Mishustin and posted on the website for official information.

Lysogorsky, who is 39, joined the ministry in October 2022 in the position of deputy minister. In 2020-2022, he headed the government's industry, energy and transport department and then the industry department. Prior to that, from 2011 to 2020, he held various positions at the Defense Ministry.

Mishustin also signed another order appointing the director of the Industry Ministry's strategic development and corporate policy department, Alexei Matushansky to the position of deputy industry and trade minister.

It is still unclear what Matushansky's responsibilities will be. The brief of former First Deputy Industry Minister Vasily Osmakov, who moved to the Defense Ministry in late October, has not been reassigned yet.

At the Industry Ministry, Osmakov oversaw the budget policy and finance department; strategic development and corporate policy department; and the administration department. His brief included issues related to budget planning and supporting state programs, industrial policy in the area of import substitution, coordinating the ministry's work on implementing national projects and preparing development programs and strategies in civilian sectors, control over order execution, HR policy, and corporate management at entities controlled by the ministry.
