Russian Duma passes draft 2026-2028 federal budget in second reading

MOSCOW. Nov 18 (Interfax) - Russia's State Duma passed the 2026-2028 federal budget in its second reading on Tuesday.

Bill No. 1026181-8 on the federal budget for 2026 and the planning period of 2027 and 2028 was introduced to the lower house of parliament on September 29 and passes its first reading on October 22.

The main budget parameters adopted at the first reading have been retained. Federal budget revenues in 2026 will amount to 40.28 trillion rubles, expenditures will amount to 44.07 trillion rubles and the deficit will be 3.79 trillion rubles. The GDP forecast is 235.07 trillion rubles, with inflation no higher than 4%. For 2027, revenues are planned at 42.91 trillion rubles (including windfall oil and gas revenues of 342.1 billion rubles), expenditures will amount to 46.10 trillion rubles and the deficit will be 3.19 trillion rubles. In 2028, revenues are projected to be 45.87 trillion rubles (including windfall oil and gas revenues of 782.6 billion rubles), expenditures - 49.38 trillion rubles, and a deficit of 3.51 trillion rubles. The inflation rate, according to forecasts, will also not exceed 4% (December 2027 to December 2026) and 4% (December 2028 to December 2027), respectively.

Some of the amendments redistribute funding within state programs and non-program areas. Among the reasons for this are the distribution of previously reserved funds, adjustment of budget classification codes, compliance with remarks by the Accounts Chamber, adjustments related to the structure of national projects and the provision of inter-budgetary transfers to Russian constituent entities.

It is established that, by decision of the Russian government, federal budget funds from the collection of the technological levy may be directed to support measures in the electronic and radio-electronic industries as part of the state programs "Development of the Electronic and Radio-Electronic Industry" and "Scientific and Technological Development of the Russian Federation". The levy itself will be introduced from January 1, 2026, in amendments to the Tax Code.

The amendments to the draft budget also establish that windfall revenues from the indexation of customs fees for customs operations when importing goods into Russia may be directed to measures for the International Cooperation and Export national project and to the expenses of a federal state institution subordinate to the Economic Development Ministry.

The amendments establish that in 2026, by decision of the Russian government, power grid holding PJSC FGC Rosseti will be able to use contributions that were originally intended for JSC Krymenergo in the previous two budget cycles in the amount of 2.228 billion rubles for projects included in the investment program of PJSC FGC Rosseti.

The government allocated a number of subsidies in preparation for the second reading: 13.81 billion rubles to support priority areas of small agribusiness in 2026, then 5.98 billion rubles in 2027 and 5.98 billion rubles in 2028. The federal project "Modern Look of Rural Areas" includes subsidies for the comprehensive development of rural areas: 36.31 billion rubles in 2026, the 14.91 billion rubles in 2027 and 14.19 billion rubles in 2028. JASC Rosagroleasing will receive subsidies to compensate for lost income under preferential leasing agreements - 13.04 billion rubles annually in 2026-2027 and 8.54 billion rubles in 2028. State support for Russian organizations to reduce transportation costs for agricultural and food products will be 15 billion rubles in 2026 and 10 billion rubles each in 2027-2028. Under the federal project "Development of the Machine Tool Industry," R&D subsidies have been distributed to customers of production and automation equipment: 4.31 billion rubles in 2026, then 1.61 billion rubles in 2027 and 2.17 billion rubles in 2028.

The budget's third reading is scheduled for November 20.
