Russian PM gives instructions to prepare proposals for increasing transportation of fish via NSR by March 2, 2026
MOSCOW. Nov 18 (Interfax) - Prime Minister Mikhail Mishustin has issued instructions on developing the fisheries sector following a meeting between the president and members of the government held on October 29, the government said in a press release.
The Far East and Arctic Development Ministry, the Transport Ministry, the Agriculture Ministry and the Federal Fisheries Agency together with Rosatom state corporation have been instructed to work out how to increase the transportation of fish products via the Northern Sea Route (NSR) by March 2, 2026.
In addition the Agriculture Ministry, the Finance Ministry, the Education Ministry, the Health Ministry, the Federal Agency for State Reserves, the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) and a number of other federal agencies have been tasked with submitting proposals to the government by March 5, 2026, on increasing the procurement of fish products for state and municipal needs, including for school meals and the healthcare system.
The Agriculture Ministry, the Transport Ministry, the Finance Ministry and the Federal Fisheries Agency, together with Russian Railways and with the participation of executive bodies of the coastal Far Eastern regions, have been instructed to work out how to increase the transportation of fish products by rail from the Far Eastern regions to the central part of Russia. They must report on the results no later than March 31, 2026.
A number of instructions concern infrastructure development. In particular, the Federal Fisheries Agency, the Agriculture Ministry, the Industry and Trade Ministry and the Transport Ministry are to prepare and submit to the government agreed-upon proposals on improving the efficiency of fishing in the Caspian Sea. "Particular attention should be paid to organizing the efficient operation of port infrastructure facilities, ship repair bases, facilities for processing catches of aquatic biological resources and providing services for vessel maintenance, as well as to removing administrative barriers in the harvesting, transportation, unloading onto the Russian shore and processing of catches of aquatic biological resources. The authorities of Dagestan and the Astrakhan region must participate in this work," the government said. The deadline for submitting proposals is April 30.
Furthermore, the Industry and Trade Ministry together with the Krylov State Research Centre, will analyze the need for modernizing the hydraulic structures of shipbuilding enterprises in Kamchatka Territory involved in constructing and repairing the fishing fleet. The necessary measures must be provided for in the program for developing ship repair capacities for servicing vessels operating in Russia's Arctic zone. The deadline for fulfilling these instructions is July 15.
