Russian exporters utilize 14,000 tonnes from quota for shipments of rice groats - Agriculture Ministry data

MOSCOW. Nov 14 (Interfax) - Exporters, as of November 13, have utilized 14,000 tonnes from the quota for shipments of rice groats from Russia, which totaled 50,000 tonnes.

According to the Agriculture Ministry, as of November 13, the remaining quota is 36,000 tonnes. Thus, from the total of 50,000 tonnes, 14,000 tonnes have been utilized, including 2,000 tonnes since mid-October.

The quota for exports of rice groats and husked rice was introduced this year for the first time following the ban on the export of this product which was in effect from July 1, 2022. The period for using the quota is until December 31, 2025. The within-quota rate for the export customs duty is 0%, the outside-quota rate is 50%.

At the same time, the ban on the export of paddy rice, which has been in effect since July 1, 2022, remains in place. At the end of June, the government extended it until the end of 2025.

As reported in a copy of the draft protocol from the customs subcommittee meeting dated October 28, 2025, posted on the Grain Union's Telegram channel, it was deemed advisable to introduce a quota for the export of paddy rice in 2026 in the amount of 200,000 tonnes. The within-quota export duty rate will be 0%, the outside-quota rate will be 50%. Official confirmation of this information has not been provided yet.

According to Rosstat data, in 2024 the rice harvest in Russia amounted to a record 1.26 million tonnes, compared to 1.07 million tonnes a year earlier.

According to the forecast of the National Rice Union, this year's rice harvest may amount to 1.2 million tonnes.
