Azerbaijan, China Datang sign agreement for constructing 100 MW solar power plant
BAKU. Nov 13 (Interfax) - Azerbaijan has signed an executive agreement with the Chinese company China Datang Corporation Ltd. for constructing a 100 MW solar power plant (SPP) in the country, the Azerbaijani Energy Ministry said.
"Energy Minister Parviz Shahbazov met with China Datang Corporation Ltd. Board Chairman Liu Jun on Wednesday. The parties discussed the current state and prospects of cooperation in the field of solar energy, which resulted in the signing of an executive agreement between the Energy Ministry, China Datang Overseas Investment Co. Ltd and SOCAR Green LLC on the assessment, development and implementation of a 100 MW SPP project in Azerbaijan," the ministry said.
The document provides for the creation of a company responsible for the project's implementation, as well as the formation of a steering committee.
The partnership with China Datang Overseas Investment covers 100 MW onshore solar power projects, 2 GW offshore wind power projects, an energy storage system, a green energy corridor and a training and experience exchange program for specialists in Azerbaijan's energy sector, the ministry said.
"In this context, the meeting discussed technical and economic issues related to implementing the 2 GW offshore wind power projects and the green energy corridor. In particular, opinions were exchanged on areas such as research conducted, the transportation and installation of wind turbines, organizing local equipment production, submarine cables, power transmission and system regulation," the ministry said.
It was noted that close cooperation in the energy sector is one of the main priority areas of Azerbaijani-Chinese relations, which have been elevated to the level of a comprehensive strategic partnership.
As reported, in April 2025, the Azerbaijani Energy Ministry, China Datang Overseas Investment Co. Ltd and SOCAR Green LLC signed an executive contract for the assessment, development and implementation of a 100 MW floating SPP project with a 30 MW battery energy storage system on Lake Boyukshor in Baku. The contract provides for the creation of a project company, through which the feasibility study, design, financing, construction, operation and maintenance of the project will be carried out. China Datang Overseas Investment will be the main investor.
Furthermore, in June 2025, the Azerbaijan Renewable Energy Agency (AREA) under the country's Energy Ministry and China Datang Overseas Investment signed a memorandum of understanding on cooperation in the development of the green energy corridor. It implies the application of China Datang Overseas Investment's technical capabilities and system research for developing the power grid, as well as attracting technical and financial support from Chinese companies with extensive experience in the design, engineering and management of high-voltage direct current (HVDC) cable construction projects.
It was previously reported that green energy projects with a total capacity of 6.7 GW will be implemented in Azerbaijan by 2030, of which 2.7 GW are intended for Azerbaijan's energy system and 4 GW are for export via the Caspian-Black Sea-Europe green energy corridor through the construction of an underwater HVDC cable. An additional 1 GW is planned for export via the Azerbaijan-Turkey-Europe green energy corridor through Nakhchivan. Among Azerbaijan's priorities is also the creation of the Trans-Caspian Central Asia - Azerbaijan green energy corridor by laying an HVDC cable and the creation of the Azerbaijan-Georgia-Turkey-Bulgaria energy corridor.
