Ukraine to get another 1.8 bln euros as EU financial assistance

BRUSSELS. Nov 5 (Interfax) - The Council of the European Union approved the fifth payment of over 1.8 billion euros to Kiev under the Ukraine Facility on Tuesday.

"The funding aims primarily to bolster Ukraine's macrofinancial stability and support the continued operation of its public administration," the Council said in a statement.

"The Ukraine Facility, which entered into force on March 1, 2024, provides up to 50 billion euros of stable financing, in grants and loans, to support Ukraine's recovery, reconstruction, and modernization for the period from 2024 to 2027," it said.

Of 50 billion euros, up to 32 billion euros are disbursed to support reforms and investments envisaged by the plan for Ukraine. The payments depend on the achievement of plan targets, the statement said.

After the European Commission processed Ukraine's payment request dated September 29, 2025, the Council of the European Commission concluded that Kiev had accomplished a series of reforms, envisaged by the plan for Ukraine, to its satisfaction. These include a judiciary reform, measures countering corruption and money laundering, operation of financial markets, human capital, business climate, decentralization and regional policy, energy sector, management of critical resources, green transition and environmental protection.
