Rosatom may build 4 NPPS in Iran for $25 bln - agency

MOSCOW. Sept 26 (Interfax) - Iran and Russia have agreed on the construction of four nuclear power plants in Iran, Reuters reported, citing Iran's IRNA.

The cost of the agreement reaches $25 billion.

As reported on Wednesday, earlier this week Russia and Iran signed a memorandum of understanding on cooperation in the construction of low-capacity nuclear power plants on Iranian territory.

The document outlines specific steps aimed at implementing this strategic project in Iran, the state corporation Rosatom said. No details of the agreement were provided.

In August 2025, Rosatom head Alexei Likhachev said that Iran is interested not only in large nuclear reactors but also in small ones, and that negotiations on this subject are underway.

Russia already has one large NPP project in Iran - Bushehr. Its first power unit with a capacity of 1,000 MW was handed over to the Iranian customer in 2013. In 2016, construction of the second stage began (power units 2 and 3 with a total capacity of 2,100 MW). Work on the second power unit was planned for completion in 2024 and on the third power unit in 2026.

At the end of February 2025, Likhachev said that a site for another Russian-designed NPP in Iran had been determined, but the start of work on it was still far off.
