Federation Council ratifies protocol on oil, petroleum product exports to Kyrgyzstan

MOSCOW. Sept 24 (Interfax) - The Federation Council ratified a protocol to adjust a Russia-Kyrgyzstan export agreement for oil and petroleum products at a meeting on Wednesday.

The protocol stipulates the extension and permanent application of a temporary periodic customs declaration for oil and petroleum product deliveries via pipeline. According to the explanatory note attached to the protocol, this is necessitated by the technological specificities of pipeline transportation and the associated customs administration. Under the agreement which was valid previously, the special declaration procedure was to be in effect from 2019 to 2024.

The document specifies that from January 1, 2025, oil and petroleum products must be declared by means of submitting a temporary declaration for exports from Russia to Kyrgyzstan via pipeline in accordance with indicative balances.

Since the protocol establishes this customs procedure indefinitely and also contains rules that differ from Russian legislation, it needed to be ratified in accordance with the federal law on international treaties of the Russian Federation.

The protocol has been applied temporarily since December 31, 2024.
