Russian govt to allot over 250 bln rubles for electronic industry development in 2026-2028 - Mishustin
MOSCOW. Sept 22 (Interfax) - The Russian government plans to disburse over 250 billion rubles from the federal budget in 2026-2028 to develop the electronic industry, Russian Prime Minister Mikhail Mishustin said at the Microelectronics 2025 forum.
"Over quarter of a trillion rubles are envisaged for those purposes [the electronic industry development] in the next years by the draft federal budget we will present for consideration by State Duma deputies in the coming days," Mishustin said.
More than 300 billion rubles have been invested in the electronic industry within the past three years, and more than 100 billion rubles will be allotted this year, he said.
The industry has made much headway lately, including thanks to the sanctions, Mishustin said.
"Restrictions have encouraged domestic enterprises to rely mostly on their own resources and to accelerate the development of own solutions. That has allowed more than doubling production in the past five years, to 3.4 trillion rubles," he said.
Russian electronics production may top 3.5 trillion rubles this year, Mishustin said. He reminded the audience that Russian President Vladimir Putin had set the task of enlarging electronics production to 6.3 trillion rubles within the next six years. That is supposed to meet about 70% of the domestic demand.
Russia is implementing the Electronic and Radio-Electronic Industry Development state program. It was planned last year to disburse 196.4 billion rubles from the federal budget for the program implementation until 2027. It was also planned to allot ten billion rubles from the federal budget each year in 2025-2027 to subsidize Russian banks in compensation for unpaid loans to Russian electronic and radio-electronic enterprises, primarily the loans financing the state defense order.
It was planned to allot 24.8 billion rubles in 2025, 10.2 billion rubles in 2026 and 13.2 billion rubles in 2027 to subsidize Russian institutions for partial financing of the development of electronic components and modules.
The state program includes three federal projects with separate budgets. These are Applied Research, Development and Implementation of Electronic Products in 2023-2027, Development of Infrastructure and Production of Electronic Products, and Artificial Intelligence.
The main goal of the program is to raise the competitiveness of the radio-electronic industry and to increase the share of electronic and radio-electronic products of domestic manufacturers on the Russian market to 70% by 2030, as envisaged by the updated strategy for the processing industry development approved in 2023.
