Council of EU approves 3.2-bln-euro tranche for Ukraine

MOSCOW. Aug 11 (Interfax) - The Council of the European Union on Friday decided to provide more than 3 billion euros to Kiev under the Ukraine Facility program, Ukrainian media reported citing Prime Minister Yulia Sviridenko.

Ukraine Facility, the EU's 2024-2027 financial assistance program for Kiev in the amount of 50 billion euros, is intended to bolster macroeconomic stability, restoration and modernization in Ukraine and to facilitate its integration into the EU, media outlets said.

The Council of the EU, in turn, said in a statement that Ukraine is set to receive over 3.2 billion euros in funding after the Council adopted a decision on the fourth regular disbursement of support under the EU's Ukraine Facility, though its size was preliminarily set at around 3.05 billion euros.

As reported, the size of the tranche was reduced from the planned 4.5 billion euros due to delays in implementing three out of the Ukraine Plan's 16 key performance indicators, which form the core of Ukraine Facility, such as the adoption of laws on the territorial organization of the executive branch of governance (so-called decentralization reform) and the ARMA reform, and the selection of 25 High Anti-Corruption Court judges in a competition where only two candidates reached the finish line.

Ukrainian Economy Minister Alexei Sobolev said for his part that Ukraine would implement two (the laws) of the three indicators before the beginning of September, enabling it to receive 1.1 billion euros tentatively in early November.

According to the Ukrainian Finance Ministry, the state budget has already received a total of 19.6 billion euros under the 50-billion-euro Ukraine Facility program. Around 12.5 billion euros in financial support for Ukraine is scheduled for 2025 alone, 3.5 billion euros of which has already been disbursed.

In August 2024, Ukraine received the first regular Ukraine Facility tranche in the amount of 4.2 billion euros, including a 1.5-billion-euro grant. The second tranche of 4.1 billion euros, including a 1.5-billion-euro grant, was provided in December 2024, and the third one totaling 3.5 billion euros, including a 400-million-euro grant, in early April 2025.

The EU is the largest donor of budgetary support to Ukraine, with the total amount over three years standing at 53.5 billion euros, the Finance Ministry said.
