Russia's Transport Ministry proposes creating national fund to eliminate consequences of oil spills, implement emergency recovery fees

MOSCOW. July 3 (Interfax) - Russia's Transport Ministry has drafted a bill that envisages creating a national fund to ensure preparedness and to eliminate the consequences of oil and petroleum product spills that will be formed by implementing emergency recovery fees.

The draft document has been posted on the regulation.gov.ru federal portal.

The fund will also be replenished through income from the management of funds and other property acquired using funds from the national fund, as well as other income.

The emergency recovery fee is envisaged to be paid by the carrier of oil and/or petroleum products transported in bulk on tankers. The fee will be collected once based on the developed navigation route in the event of a tanker entering/leaving a seaport in the Russian Federation, passing through the waters of a seaport in the Russian Federation in transit and/or passing through the Northern Sea Route.
