Construction at Primorsk NPP scheduled to begin in Dec 2027 - Rosatom

MOSCOW. June 23 (Interfax) - Russia's Rosatom has approved the construction schedule for the No. 1 and No. 2 power units at the Primorsk Nuclear Power Plant, the state corporation said.

The design of the station envisages constructing two VVER-1000 power units with capacity of 1000 MW each. The first concrete should be poured at the site of the No. 1 power unit in December 2027, with the facility commissioned in 2033. The No. 2 power unit should be commissioned in 2035, Rosatom said.

Several possible sites for the NPP have been identified, with the site near the closed administrative-territorial entity of Fokino considered the most promising. The final choice will be reached when developing the substantiation for investments in the project. Public hearings on the matter of its placement are also planned by the end of the year, Rosatom said.

In early 2025, the Russian government approved the general plan for the placement of electric power facilities. Regarding NPPs, the document particularly envisages constructing the Siberian NPP in the Irkutsk Region with two units at 2.51 GW; the Seversk NPP in the Tomsk Region at 2.51 GW; the Southern NPP at 2.4 GW; the Primorsk NPP at 2 GW; and the Khabarovsk NPP at two units of 1.2 GW. There were also talks about four new units at the Kursk NPP-2 at 4.8 GW, and two new units at the Smolensk NPP at 2.4 GW; a new unit at the Novovoronezh NPP-2 at 1.2 GW; two additional units at the Leningrad NPP-2 at 2.3 GW; two units at the Kola NPP-2 at 1.8 GW; as well as the South Ural NPP at 2.51 GW.

At the St. Petersburg International Economic Forum (SPIEF) 2025, Rosatom First Deputy CEO Kirill Komarov estimated investments to construct the new nuclear capacities in Russia at approximately 17 trillion rubles, namely constructing 38 units of various capacity to bring the share of nuclear power plants in the country's energy balance to 25%, Komarov said.
