Russian ex-first deputy economic development minister heads up company managing Domodedovo Airport
MOSCOW. June 23 (Interfax) - Andrei Ivanov, who previously held the posts of Russia's deputy finance minister and first deputy economic development minister, has been appointed the director general of Domodedovo Airfield LLC, which manages Domodedovo Airport's operating companies following its transfer to the Russian Federal Property Agency (Rosimushchestvo), changes made in the Unified State Register of Legal Entities on June 20 show.
Prior to that, Domodedovo Airport LLC and the airport's other operating companies were run by Airport Management Company Ltd, established by Dmitry Kamenshchik's DME Limited. However, on June 20, Domodedovo Airfield LLC itself was put in charge of managing Domodedovo Passenger Terminal LLC, Domodedovo Commercial Services LLC, Domodedovo Fuel Facilities LLC, and a number of other companies involved in the airport's management. These include DME Holding LLC, through which Kamenshchik controlled the operating companies until recently.
In his post at the Economic Development Ministry, Ivanov oversaw efforts to launch a new investment cycle and was in charge of a program to boost workforce productivity in the economy. Ivanov was relieved of his duties as first deputy economic development minister in February 2022. Prior to that, he had served as deputy finance minister since 2012.
According to information from open sources, Ivanov headed Vnukovo Asset Management LLC, part of the Vnukovo Airport network, from December 2023 and to late 2024. On June 20, 2025, almost simultaneously with his appointment to Domodedovo Airfield LLC, he headed up International Container Logistics LLC, a joint venture set up by Rosatom Logistics LLC, part of the Rosatom State Nuclear Energy Corporation, and Arab port operator DP World in late 2023 to develop container transportation along the Northern Sea Route. The joint venture is 51% owned by Rosatom Logistics LLC and 49% by DP World.
As previously reported, the Moscow Region Arbitration Court on June 17 granted a request by the Prosecutor General's Office to transfer 100% of shares in DME Holding LLC to state ownership. The lawsuit claimed that the airport's beneficiaries, Kamenschik and Valery Kogan, being residents of other countries, in violation of Russian law controlled the assets of an enterprise that is of strategic importance to Russia and funnelled its profits abroad. The changes confirming the transfer of DME Holding LLC and Domodedovo Group's other companies to Rosimushchestvo were added to the Unified State Register of Legal Entities on June 19.
Russian President Vladimir Putin said at a plenary session of the St. Petersburg International Economic Forum 2025 that the court decision transferring Moscow's Domodedovo Airport to state ownership bears no relation to nationalization or de-privatization.
"Pardon my bluntness, but the squabbling over this asset has dragged on for ages. The dispute between relevant parties didn't emerge yesterday, it's lasted for years and ultimately resulted in the court's ruling. This has absolutely nothing to do with nationalization," Putin said.
Domodedovo is one of Russia's largest airports. Its main anchor airlines are S7, Ural Airlines and Red Wings, and foreign carriers it serves include Emirates, Air Arabia and Egypt Air. The airport saw passenger traffic fall 9% to 4.2 million in the first four months of 2025 after a drop of 23% to 15.6 million in 2024, data from the Federal Air Transport Agency showed.
