Kriogaz to begin constructing second LNG plant in Kuzbass worth 11 bln rubles in 2027

KEMEROVO. June 20 (Interfax) - JSC Kriogaz, which is currently implementing an LNG plant project in the Topkinsky district of the Kemerovo region, plans to build a facility of similar capacity in Prokopyevsk, the regional authorities' press service said.

The project's investment will total 10.8 billion rubles, with the plant's capacity planned at 96,000 tonnes of liquefied gas annually.

"The company intends to supply liquefied natural gas to enterprises in Kuzbass and other Siberian regions, as well as foreign countries," the press service said.

Construction in Prokopyevsk is expected to begin in 2027, with the first phase scheduled for launch in 2028. The corresponding agreement was signed between the regional authorities and the company during the 2025 St. Petersburg International Economic Forum (SPIEF 2025).

It was previously reported that the LNG plant in the Topkinsky district would have a capacity of 12 tonnes per hour (90,000 tonnes annually), with construction scheduled to start in H2 2025.

The project's cost was previously estimated at 7 billion to 7.5 billion rubles. However, according to the government press service, investments in the Topkinsky plant now exceed 10.7 billion rubles, representing an increase in cost of over one third.

The Topkinsky facility will feature six production lines of 2 tonnes/hour each, down from eight 1.5 tonne/hour lines previously announced. Completion is planned for 2029.

According to company information, JSC Kriogaz operates in the small- and medium-tonnage LNG production market. The company produces, delivers and sells LNG while also executing turnkey energy facility construction, from design through operations.
