Putin signs law on registering bunker fuel suppliers
MOSCOW. May 23 (Interfax) - Russian President Vladimir Putin has signed a law that legislatively assigns the Federal Agency for Maritime and River Transport (Rosmorrechflot) the authority to form and maintain a register of bunker fuel suppliers as of September 1, 2025, according to the official portal of legal information.
The law stipulates that the register include information on bunker fuel suppliers that provide bunkering services to ships in Russian seaports for merchant shipping. The register is maintained in e-form, and the information is open and is posted on the Rosmorrechflot website.
The explanatory materials to the bill note that this step is necessary for Russia to fulfill its international obligations under the International Convention for the Prevention of Pollution from Ships.
Bunker fuel is used for ships operating on sea and river routes. The quality characteristics of bunker fuel are regulated by the international standard ISO 8217 globally. The use of bunker fuel is regulated by international environmental standards, as its combustion can cause air and water pollution.
