Ukraine expecting over $39 bln in budget support from int'l partners in 2025 - PM

MOSCOW. April 28 (Interfax) - Ukraine expects to receive more than $39 billion in budget support from international partners in 2025, Ukrainian media outlets cited Prime Minister Denis Shmygal as saying in a social media statement.

"Regardless of how developments continue to unfold, the years of 2026 and 2027 will be a period of major challenges for Ukraine's macro-financial stability," Shmygal said, summing up the results of the Ukrainian delegation's visit to Washington, which hosted the Spring Meetings of the World Bank and the International Monetary Fund last week.

The World Bank has estimated Ukraine's reconstruction needs at $524 billion over the next decade, he said.

The World Bank, for its part, will provide Ukraine with $70 million in grants to maintain the stable operation of the national energy system, Shmygal said.

"This agreement was signed with World Bank Managing Director Anna Bjerde in Washington on Thursday," he said.

These funds will be used to procure energy storage systems for the Ukrhydroenergo company, enabling Ukraine to create an electricity reserve and further enhance its energy resilience.

Shmygal said that he had also met with World Bank Group President Ajay Banga, thanking him for a disbursement of more than $3.5 billion to Ukraine under the PEACE project in March and April 2025.

"This project amounting to over $50 billion is the largest investment project in the World Bank's history," he said.

Shmygal also said he had held a separate meeting with U.S. Secretary of the Treasury Scott Bessent to discuss a rare earth minerals deal expected to be signed between Ukraine and the U.S., among other issues.

"We have made good progress. Most importantly, we have clearly defined our 'red lines'. The agreement must comply with European commitments and must not contradict the constitution and legislation of Ukraine. It has to be ratified by the parliament. It has been agreed that the aid provided before this document is signed will not be included in the count," he said.
