Pavlodar Petrochemical Plant to increase oil processing tariff 33.6% from May

ASTANA. April 25 (Interfax) - Kazakhstan's Pavlodar Petrochemical Plant LLP will increase the tariff for oil processing 33.6% starting from May 1, 2025, the refinery's press service told Interfax.

"Pavlodar Petrochemical Plant LLP announces the planned change in the oil processing tariff, which will come into effect on May 1, 2025. The new tariff will be 35,400 tenge [$68.5 at the current exchange rate] per tonne, excluding VAT," the press service said.

The current tariff for processing crude oil at the plant, effective since 2024, is 26,500 tenge excluding VAT. Starting from May, it will therefore increase 33.6%.

This decision is driven by the need to finance key investment projects, the press service said.

In particular, this year, the plant started the reconstruction of the diesel fuel hydrofining unit and is automating the process control systems. It is expected that these measures will allow the yield of light oil products to increase from 73% to 75%.

Pavlodar Petrochemical Plant was commissioned in 1978 and is focused on processing oil from the West Siberian fields. The plant's balanced capacity is 6 million tonnes of oil per year. It processes oil with a fuel variant and ensures a processing depth of up to 88%. It produces automotive gasoline, RT-grade jet fuel, diesel fuel, fuel oil, petroleum coke, road bitumen and domestic utility gases.

The official exchange rate on April 25 is 517.16 tenge/$1.
