RusHydro in talks about transferring its electricity grid assets to Rosseti

KAZAN. April 2 (Interfax) - PJSC RusHydro is negotiating the transfer of the company's electricity grid assets in the Far East to PJSC Rosseti , RusHydro's CEO Viktor Khmarin confirmed to journalists during the EnergoProm forum.

"At the moment, negotiations are underway with Rosseti. This is not a quick process. It largely depends on the position of the FAS [the Federal Antimonopoly Service]," Khmarin said.

RusHydro owns several electricity grid assets in the Far East, which was previously a non-price zone, but since 2025 has been included in the second price zone of the energy market (which also includes Siberia). At the same time, the law on the electricity industry prohibits combining generation and electricity transmission activities.

In the spring of 2023, the FAS said that it was developing a plan to separate electricity grid assets from RusHydro. At that time, RusHydro responded that the decision regarding these assets would be made by the authorities, but the company would not want to give away any assets.

It could take several years to develop a solution regarding the separation of electricity grid assets from RusHydro, FAS head Maxim Shaskolsky said in spring 2025.

"You can't just take a loss-making system and transfer it to another company. You need to find sources to ensure the reliability, operation and financial stability of the company. Once these issues are resolved, then we can discuss the transfer," Shaskolsky said regarding the FAS's position.

"These may be tariff solutions, budgetary decisions at the regional level, restructuring the company's operations. This is a long-term program," Shaskolsky said in response to journalists' questions about the sources that could resolve these issues.

RusHydro plans to begin the process of separating electricity grid assets in 2025, company board member Roman Berdnikov said.

"We will unpack Yakutskenergo , we are not abandoning these actions. We will unpack Yakutskenergo, separate the grids, and then we will wait for a decision from the government - to sell, transfer or do something else. We will have two grid assets [the second is DRSK], which will need to be transferred somewhere," Berdnikov said.
