Kiev has difficulties along path to peaceful settlement - Russian Security Council secretary
MOSCOW. March 20 (Interfax) - Kiev faces a number of difficulties that hinder its engagement in negotiations on settling the Ukraine conflict, Russian Security Council Secretary Sergei Shoigu said.
"Ukraine has a number of difficulties at once: it is the constitution, which prohibits any territorial changes, the ban on negotiations with Russia, as well as the lack of clarity as to whom to communicate with [in Ukraine] - the issue of Zelensky's legitimacy," Shoigu told journalists.
