Kazakh parliament ratifies agreement with Russia on parallel operation of power grids

ASTANA. Feb 27 (Interfax) - The Senate, the upper chamber of the Kazakh parliament, adopted a law on Thursday on ratifying the agreement between the Kazakh and Russian governments on measures to support the parallel operation of the two countries' power grids, an Interfax correspondent reported from the session.

The agreement was signed on November 9, 2023 in Astana. The purpose of the document is to formalize the relationship between the parties arising during the parallel operation of power systems and to define the key conditions of their interaction.

According to the document, Russia's power system maintains frequency and voltage within acceptable limits in Kazakhstan's Unified Energy System (UES), compensating for hourly imbalances between production and consumption in Kazakhstan.

Within the framework of the agreement, the parties take the necessary measures to ensure the parallel operation of the unified power systems. This includes the annual coordination of electricity volumes planned for transmission from Russia to Kazakhstan's UES.

The parties determine the purchase and sale price of electricity both within and beyond the permissible deviation of the actual interstate energy flow balance from the planned values under contracts concluded between JSC Kazakhstan Electricity Grid Operating Company (KEGOC) and PJSC Inter RAO UES .

The agreement also stipulates that until the methodology for determining the technologically justified average hourly deviations of the energy flow balance at interstate sections from the planned values is approved by the authorized bodies of both parties, the permissible average hourly deviation of the actual interstate electricity flow balance is set at 150 MW.

The ratification of the agreement will ensure the parallel operation of Kazakhstan's and Russia's UES and help reduce the regulatory capacity deficit in Kazakhstan's UES.

The document has been submitted for the head of state's signature.
