Russia's consolidated budget deficit narrows 17.5% to 3.225 trillion rubles in 2024 - Treasury

MOSCOW. Feb 19 (Interfax) - Russia had a consolidated budget deficit of 3.225 trillion rubles for 2024 according to a preliminary estimate, down 17.5% from 3.91 trillion rubles in 2023, the Federal Treasury said on its website.

Consolidated budget revenues rose 20.1% to 70.941 trillion rubles in 2024 from 59.073 trillion rubles in 2023, and consolidated expenditures were 74.166 trillion rubles, up 17.8% from 62.984 trillion rubles.

There was a federal budget deficit of 3.472 trillion rubles for 2024 with revenues of 36.709 trillion rubles and spending of 40.181 trillion rubles. The Finance Ministry had estimated the federal deficit at 3.485 trillion rubles or 1.7% of GDP.

Constituent members or regions of the Russian Federation had a consolidated budget deficit of 297.4 billion rubles for 2024, up 48.6% from a deficit of 200.1 billion rubles in 2023, with revenues of 24.622 trillion rubles, up 10.3%, and expenditures of 24.919 trillion rubles, up 10.6%.

The budgets of state extra-budgetary funds had a surplus of 535.9 billion rubles in 2024, compared with a deficit of 488.7 billion rubles in 2023, with revenues up 25% at 20.701 trillion rubles and expenditures up 18.3% at 20.165 trillion rubles.

The budgets of territorial state extra-budgetary funds had a surplus of 8.4 billion rubles in 2024, up slightly from 8.3 billion rubles in 2023, with revenues of 3.462 trillion rubles and expenditures of 3.453 trillion rubles, both up 15.7%.
