Scientists leaving Ukraine since start of crisis - document
MOSCOW. Jan 15 (Interfax) - One in ten Ukrainian scientists had to emigrate or relocate inside Ukraine since the start of the crisis, with 6.3% of them moving to other countries, Ukrainian media said, citing the text of the Digital Innovation Development Strategy (WINWIN) for the period until 2030.
"One in ten Ukrainian scientists, or 10,426 (12% of the total number), representing 524 academic and departmental scientific research centers and higher education establishments had to emigrate or relocate inside the country [since the start of the crisis]. Of this number, 5,542 (6.3%) moved to other countries, while 4,887 (5.5%) became internally displaced persons," the strategy, endorsed by the Ukrainian government on Tuesday, said.
Around 30% of all Ukrainian scientists are now working remotely, it said.
According to the findings of a study conducted by the Education and Science Ministry, the National Academy of Sciences and other institutions in February 2022, there were 88,529 scientists and academic staff in Ukraine at the time.
Although Ukraine invests a considerable portion (6.6%) of its GDP in education versus the average figure of 4.6% of GDP across the region, these investments fail to convert to the quality of education, which has also been confirmed by the Program for International Student Assessment (PISA), it said.
