Turkmenistan adopts balanced 2025 budget

ASHGABAT. Dec 2 (Interfax) - Turkmenistan's President Serdar Berdimuhamedov has signed the state budget for 2025, according to which revenues and expenditures will each be 123.8 billion manat or about $35.4 billion.

The budget, published on Monday in the central media, states that any budget deficit that may arise would be financed by government borrowing and/or leftover budget funds.

Revenues and expenditures are 21.5 billion manat higher than in the 2024 state budget, which was also balanced when adopted.

Revenues and expenditures used to finance national programs and public administration will amount to 111.988 billion manat or just under $32 billion in 2025, exceeding the 2024 figures by 20.444 billion manat.

Any windfall budget revenues from other sources, as well as excess revenue over expenditures, are allocated primarily for debt repayments on bank loans and measures to ensure sustainable socio-economic development.

The parliament passed the 2025 budget on November 30.

It also approved a report on the 2023 budget's execution, according to which budget revenue was 119.008 billion manat or $34 billion and expenditure 116.224 billion manat or $33.2 billion for a surplus of 2.8 billion manat or $795.4 million, which was 2.3% of revenue, the governmental Neutral Turkmenistan newspaper reported.

The approved 2023 budget was originally balanced with planned revenue and expenditure of 95.118 billion manat or $27.2 billion.
