CBR First Dep Governor Skorobogatova resigning on Dec 2, new fintech curator to be appointed in-house

MOSCOW. Nov 21 (Interfax) - First Deputy Governor of the Central Bank of Russia Olga Skorobogatova is leaving her post on December 2, 2024, and has decided to continue her career elsewhere, the Central Bank said in a statement.

Zulfiya Kakhrumanova, head of the CBR Information Technology Department, has been appointed CBR Deputy Governor effective December 2, 2024. She will oversee the Information Technology Department, the Financial Technology Department, and the Operations Department, which Skorobogatova is currently in charge of.

In addition, from December 2, the National Payment System Department, which Skorobogatova also manages, will come under the supervision of CBR First Deputy Governor Dmitry Tulin.

Skorobogatova joined the Bank of Russia in 2014 from Rosbank , where she had been involved in retail business and IT systems since 2003, and had been deputy chairperson of the management board since late 2007. She had been deputy chairperson of the Central Bank since 2014, and first deputy chairperson since September 2017. In November 2021, she was appointed a member of the board of directors of the Bank of Russia.

Kakhrumanova worked in government organizations and private companies until 2015, including Rosbank. In 2015-2016, she held the post of head of the Department of Projects and Applications for Ensuring Banking Supervision of the Project Office of the Information Technology Department (DIT) of the Bank of Russia. In 2016-2017, she was deputy director, director of the DIT Development Center. Since September 2017, she has been acting director of the DIT. On March 28, 2018, she was appointed director of the Information Technology Department of the Bank of Russia.
