Russian Duma adopts 2025-2027 federal budget
MOSCOW. Nov 21 (Interfax) - Russia's State Duma adopted the federal budget for 2025 and the 2026-2027 planning period at its third reading on Thursday.
The government introduced the bill, No. 727320-8, at the end of September.
Planned budget revenue is 40.296 trillion rubles (18.8% of GDP) in 2025, 41.841 trillion rubles (18.1% of GDP) in 2026 and 43.154 trillion rubles (17.4% of GDP) in 2027.
Projected oil and gas revenues: in 2025 - 10.936 trillion rubles (5.1% of GDP), in 2026 - 10.564 trillion rubles (4.6% of GDP), in 2027 - 9.766 trillion rubles (3.9% of GDP). Projected non-oil and gas revenues: in 2025 - 29.36 trillion rubles (13.7% of GDP), in 2026 - 31.277 trillion rubles (13.6% of GDP), in 2027 - 33.388 trillion rubles (13.4% of GDP).
Expenditures: in 2025 - 41.47 trillion rubles (19.3% of GDP), in 2026 - 44.022 trillion rubles (19.1% of GDP), in 2027 - 45.916 trillion rubles (18.5% of GDP).
Federal budget deficit: in 2025 - 1.173 trillion rubles, in 2026 - 2.181 trillion rubles, in 2027 - 2.761 trillion rubles.
GDP: in 2025 - 214.575 trillion rubles (+2.5%), in 2026 - 230.568 trillion rubles (+2.6%), in 2027 - 248.313 trillion rubles (+2.8%).
Public domestic debt ceiling (at beginning of year): in 2026 - 29.38 trillion rubles, in 2027 - 34.046 trillion rubles, in 2018 - 39.005 trillion rubles.
Public external debt ceiling (at beginning of year): in 2026 - $61.1 billion (55.5 billion euros), in 2027 - $59.2 billion (53.4 billion euros), in 2028 - $56.5 billion (50.9 billion euros).
Inflation: in 2025 - 4.5%, in 2026 and 2027 - 4%.
National Wealth Fund (forecast, at the beginning of the year): in 2025 - 11.055 trillion rubles (5.2% of GDP); in 2026 - 12.884 trillion rubles (5.6% of GDP); in 2027 - 14.927 trillion rubles (6% of GDP).
