Ukraine harmonizing phyto-sanitary regulations with EU standards

MOSCOW. Oct 28 (Interfax) - The Ukrainian government amended regulations on phyto-sanitary procedures at a meeting on Friday, Ukrainian media said, citing a statement by Government Representative in the Parliament Taras Melnichuk on a social network.

The media said the decision was made to harmonize the Plant Quarantine Law with the Law on Administrative Procedure and to regulate certain provisions on the issuance of phyto-sanitary certificates and phyto-sanitary re-export certificates with due account of the Regulation of the European Parliament of the Council (of the European Union) on protective measures against pests of plants.

The document amends procedures of inspection, examination, phyto-sanitary examination, repeated phyto-sanitary examination, supervision, survey, monitoring, disinfection of regulated objects, registration of certificates, control over the conduct of inspection during sampling, and selective control over the conduct of phyto-sanitary examination.

In addition, digitalization processes in the field of quarantine and plant protection are regulated in detail. This includes clarification of functions of the (automated) system providing electronic services and electronic data exchange, such as the submission of quarantine and plant protection applications and documents, execution of phytosanitary procedures and phytosanitary measures, execution of quarantine certificates, phyto-sanitary certificates and phyto-sanitary re-export certificates, and quarantine and plant protection registers and lists envisaged by legislation.

The document defines a mechanism of operation of the personal electronic account in the phyto-sanitary system.
