Revenues of Ukrainian budget's general fund down to UAH 122.9 bln, expenditures to UAH 249.3 bln in Sept

MOSCOW. Oct 4 (Interfax) - Tentative information indicates that the collection of taxes, duties, mandatory payments, and grants to the general fund of Ukraine's state budget declined to UAH 122.9 billion in September after jumping to UAH 387.4 billion in August owing to grants from the United States and the European Union, compared to UAH 118.2 billion in July and UAH 138.0 billion in June, Ukrainian media reported with reference to the Finance Ministry's report.

The general fund's cash expenditures slightly declined in September to UAH 249.3 billion from UAH 285.2 billion in August and UAH 264.3 billion in July, it said.

In September 2023, the general fund's cash expenditures amounted to UAH 230.2 billion and revenues UAH 144.1 billion.

Collections from VAT on goods manufactured in Ukraine amounted to UAH 22.6 billion in September compared to UAH 21.7 billion in August, while VAT refund grew to UAH 13.8 billion from UAH 12.2 billion, respectively. VAT on imported goods added another UAH 40.2 billion to the budget (UAH 42.2 billion in August).

Collections from profit tax in September dropped to UAH 5.6 billion from UAH 42.2 billion in August, those from personal income tax and military duty amounted to UAH 20.2 billion (UAH 17.5 billion in August), rent payments for using subsurface resources UAH 3.7 billion (UAH 4.6 billion), excise tax UAH 21.3 billion (UAH 20.0 billion), and import and export duty UAH 4.1 billion (UAH 4.0 billion).

The revenues collected by the State Tax Service were 4.8% above the target, and those by the State Customs Service 13.1% below the target, the Finance Ministry said.

Collections from the unified insurance payments to the Pension Fund and the social insurance funds grew to UAH 46.7 billion in September from UAH 44.7 billion in August.

Taking into account the special fund, the state budget's expenditures in September 2024 amounted to UAH 362.7 billion compared to UAH 363.4 billion in August and UAH 314.2 billion in July, while its revenues were UAH 232.0 billion, compared to UAH 449.5 billion in August and UAH 170.2 billion in July.

The Ukrainian state budget revenues in the first nine months of 2024 amounted to UAH 2.167 trillion, including UAH 1.542 trillion in general fund revenues, while cash expenditures were UAH 2.974 trillion and UAH 2.343 trillion, respectively.

Compared to the first nine months of 2023, the Ukrainian state budget expenditures grew 5.4%, or by UAH 151.9 billion, while its revenues grew 7.6%, or by UAH 153.7 billion. Growth in the general fund expenditures in this period amounted to 10.6%, or UAH 224.6 billion, and revenues 21.0%, or UAH 267.1 billion.

The general fund of Ukraine's state budget received UAH 362.9 billion in international grant aid in January-September 2023 and UAH 268.3 billion in the same period this year.

As reported, a jump in budget revenues in August was due to the receipt of UAH 228.1 billion in international aid (grants), including UAH 160.4 billion from the United States as part of the World Bank's PEACE in Ukraine project and UAH 67.7 billion from the European Union under Ukraine Facility.

The Ukrainian Verkhovna Rada voted in September to increase the 2024 state budget revenues by UAH 143.0 billion to UAH 1.912 trillion, without grants accounted for, expenditures by UAH 427.6 billion to UAH 3.737 trillion, and the budget deficit ceiling by UAH 274.6 billion to UAH 1.846 trillion.

The revenues of the 2024 state budget's general fund were increased by UAH 154.2 billion to UAH 1.751 trillion, without grants accounted for, expenditures by UAH 438.8 billion to UAH 3.547 trillion, and the budget deficit ceiling by UAH 247.6 billion to UAH 1.784 trillion.

The 2023 state budget revenues amounted to UAH 2.67 trillion, including UAH 0.43 trillion in grants. The cash expenditures of last year's budget exceeded UAH 4 trillion, with a deficit of UAH 1.33 trillion and an average exchange rate of around UAH 36.6/$1.
