Russian govt to raise recycling fee for motor vehicles 70%-85% as of Oct 1, then 10%-20% annually as of Jan 1

MOSCOW. Sept 16 (Interfax) - The Russian government has approved a long-term scale for indexing the recycling fee for passenger cars, light commercial vehicles, trucks, buses, trailers, and semi-trailers, as well as for certain types of road construction equipment up to 2030, the press service of the Industry and Trade Ministry said.

The press service said that the government's resolution enters into force as of October 1, 2024.

The document indicates that the recycling fee for motor vehicles and trailers will be indexed an average of 70%-85% as of October 1, and the rate will be indexed 10%-20% as of January 1 for each subsequent year going forward.

In order to calculate the amount of the recycling fee for vehicles imported to Russia before October 1, 2024, the previous ratios, as approved by resolution No. 1291, dated December 26, 2013, and as amended by resolution No. 76, dated January 31, 2024, will apply, provided that documents are submitted to the customs authorities no later than October 15, 2024.

Regarding road construction equipment, a decision was reached to index the recycling fee as of January 1, 2025, with an increase in the rate of 15% annually.
