Foreigners who wish to relocate to Russia over disagreement with their countries' destructive policies can apply without Russian language test - decree
MOSCOW. Aug 19 (Interfax) - Persons who wish to relocate to Russia from countries whose policies contradict the traditional Russian spiritual-moral values, may apply for temporary residence permit without proof of their proficiency in the Russian language, history and laws, under a decree signed by Russian President Vladimir Putin, published on the official website of legal information on Monday.
"To allow foreign citizens and stateless persons, who have expressed their wish to relocate to and live in Russia from a foreign state of their citizenship or permanence, motivated by their non-acceptance of that state's policy imposing destructive neoliberal ideology contradicting the traditional Russian spiritual-moral values, can file an application for a temporary residence permit without taking into account a Russian government-approved quota and without documentary proof of knowledge of the Russian language, history and laws," the document said.
These values are enshrined in the Russian state policy aimed at preserving and reinforcing them, it said.
A list of countries pursuing policies contradicting such values will be decided by the Russian government based on a filing from the Russian Foreign Ministry.
People willing to relocate to Russia for the aforesaid reasons will be issued by the Foreign Ministry with a single-entry three-month visa.
