Putin orders aggregate birthrate coefficient be considered as KPI while assessing governors' performance
MOSCOW. Aug 6 (Interfax) - Russian President Vladimir Putin has instructed the presidential office and the government to consider including an aggregate birthrate coefficient in a given region among key performance indicators while assessing the performance of the corresponding governor and local administration.
"The Russian Presidential Executive Office, along with the Russian government, shall consider including the 'aggregate birthrate coefficient' in the list of indicators for assessing the performance of top officials in Russia's federal entities and executive bodies of Russia's federal entities, endorsed by Russian presidential decree No. 68 of February 4, 2021," the president said in a list of instructions issued following the meeting of the Presidential Council for Strategic Development and National Projects and State Council commissions on social and economic development.
In addition, the government and the State Council commissions, along with local administrations, are supposed to consider including measures to set up multifunctional family centers in all municipalities and to develop a system of social child care services, including services of nannies who have undergone special professional training, in the Family national project.
