Mishustin orders that 80% of Russian enterprises shift to domestic software by 2030

MOSCOW. July 8 (Interfax) - Russian Prime Minister Mikhail Mishustin has given a number of orders, including support for enterprises implementing domestic software, after the 9th Digitalization of Industrial Russia Conference.

"By the end of this decade, 80% of enterprises must shift to domestic software, primarily in resource and production management systems. [...] A key area of this work is ensuring Russia's independence of foreign solutions," a statement published on the Russian government website on Saturday said.

The government is planning a number of measures, including a federal investment tax deduction to cut costs of enterprises introducing Russian software. The Ministry of Digital Development, Communications and Mass Media and the Finance Ministry have been tasked with considering the measure.

The Digital Development Ministry has been instructed to implement other measures to stimulate the shift to domestic hardware and software, including grants for piloting critical Russian software solutions. The ministry will consider soft loans for companies buying Russian software.

The Economic Development Ministry, the Finance Ministry, the Industry and Trade Ministry, and the Digital Development Ministry will consider a ban on development by state corporations of basic software, which has analogues on the Russian market.

Additionally, the Digital Development Ministry and the Federal Antimonopoly Service are monitoring Russian software prices, which will be analyzed to propose possible mechanisms of state control and price regulation for products bought under government contracts.

The shift to domestic software is related to the development of cloud services. The Digital Development Ministry and the Finance Ministry are due to consider mandating state companies to purchase a certain amount of services from commercial cloud infrastructure operators.

Ensuring technological independence is impossible without enhanced personnel training, the Russian government said. To this end, the Digital Development Ministry and the Ministry of Higher Education and Science will need to deliver a unified digital platform for additional training of students.
