ReWarm program launched to reform central heating in Ukraine with German support

MOSCOW. July 8 (Interfax) - The ReWarm central heating reform project, implemented by the Ukrainian Restoration Ministry together with the German Agency for International Cooperation (GIZ), was formally launched on Friday, Ukrainian media said, citing the ministry press service.

The heating system restoration and upgrade is a critical task, the ministry said, adding that infrastructure must be restored and the efficiency of heating supply must be raised.

The ReWarm project supports the drafting of a national strategy to develop renewable energy, adapt the regulatory framework, and make a pilot adaptation of renewable energy business models for municipal companies, including cost-covering socially compensated centralized heating tariffs.

The German government allots up to 4.5 million euros to GIZ for implementing the ReWarm project.

In addition, Germany will give expert assistance. For its part, the Restoration Ministry will support the project by facilitating communication with local governments and heat supply companies on energy efficiency issues.

The ReWarm project aims to support the development of sustainable adapted infrastructure, including through innovative approaches. This will improve energy efficiency and promote decarbonization of the sector. In particular, the project is due to reduce CO2 emissions in central heating sector by at least 19% in 2019-2030.

Pilot projects within the ReWarm initiative will kick off in Kiev, Odessa, Krivoy Rog and Zvyagel. Project memoranda were signed with city authorities on Friday.
