Construction of oil refinery in Rostov region planned to begin in Q3 - authorities

ROSTOV-ON-DON. June 3 (Interfax) - Industrial Projects LLC plans to start construction of an oil refinery on the territory of the Rostovskaya special economic zone (SEZ) in Novocherkassk, Rostov region at the end of the third quarter of 2024, the region's Minister of Industry and Energy Andrei Savelyev told Interfax.

"The project is planned for implementation using borrowed, equity and investor funds. Potential customers for the products will be large industrial enterprises in Russia; negotiations are currently underway," Savelyev said.

The company also plans to export its products to Belarus, Kazakhstan, Tajikistan and Mongolia, he said.

As reported, an agreement on cooperation on the implementation of the project was signed by the Governor of the Rostov Region Vasily Golubev and the beneficiary of Industrial Projects LLC Andrei Chaika at the Russia - Islamic World: KazanForum international economic forum in May of this year in Kazan.

The 4.8-billion ruble enterprise will produce lubricants, auto chemicals and coolants for metallurgy and a number of other products related to oil refining. The planned capacity of the plant is about 100 million liters; the project will be implemented in several stages. At the first stage, the facility's production volume will be 20 million liters of lubricants. The project implementation period is through 2033. First, it is planned to invest 1.2 billion rubles by the end of 2027.

Industrial Projects LLC was created in September 2023; its main activity is the production of lubricants, lubricant additives and antifreeze.

According to the Unified State Register of Legal Entities, 100% of the shares of the LLC are owned by Andrei Chaika, the founder of the Chaika Rostov football club. In the Rostov region, he owns TD Chaika LLC and Chaika LLC fuel and lubricants distributors for the trade of solid, liquid and gaseous fuels and similar products, as well as Antek LLC for the wholesale trade of automotive parts, assemblies and accessories.
