Putin presents Belousov's candidacy for defense minister, Lavrov for foreign minister to Federation Council for consultations

MOSCOW. May 13 (Interfax) - Russian President Vladimir Putin has submitted the candidacy of Andrei Removich Belousov for Russian defense minister and Sergei Lavrov for foreign minister to the Federation Council for consultations, the upper house of parliament's Telegram channel said on May 12.

In accordance with Article 102 of the Russian constitution, the Federation Council is in charge of holding consultations on the candidates submitted by the Russian president for the positions of heads of federal executive bodies (including federal ministers) in charge of defense, national security, internal affairs, justice, foreign affairs, prevention of emergencies and mitigation of natural disasters, and public security.

In accordance with the upper house's regulations, the candidates are preliminarily discussed in line with the matters of jurisdiction in the Federation Council Committee on Constitutional Legislation and State Building, the Federation Council Committee on Defense and Security, the Federation Council Committee on Foreign Affairs, the Federation Council Committee on Federal Structure, Regional Policy, Local Self-Government and Affairs of the North, which are to prepare conclusions.

Candidates for the position of heads of federal executive bodies are invited to meetings of the committees and to a plenary session of the Federation Council.

The consideration of candidates at a plenary session of the Federation Council begins with a speech by the Russian presidential plenipotentiary representative in the Federation Council.

During the discussion, senators may ask questions to the plenipotentiary envoy, rapporteurs from the committees and nominees.

The Federation Council's specific committees will hold a preliminary discussion on the submitted nominees on Monday. Senators' consultations will continue at a plenary session of the upper house on Tuesday, May 14.

The results of considering the nominees are formalized by a Federation Council resolution, which is immediately forwarded to the president.
