Ban on asset encumbrances in 'C' and 'I' accounts, as implemented on Jan 3, no longer applicable retroactively

MOSCOW. April 8 (Interfax) - The ban on encumbrances and seizures of assets in special "C" and "I" ruble accounts, as implemented under the presidential decree on January 3, 2024, is no longer applicable retroactively.

President Vladimir Putin signed a new decree on April 8, thereby restating the January document as follows: "Funds and securities accounted in type 'C' accounts may not be expropriated under executive documents; a claim for expropriation of obligatory payments cannot be rendered against them when an arrest has been imposed; and other interim measures may not be taken if judicial acts and acts of other bodies have been issued after January 3, 2024."

Compared to the first edition of the decree, a clause has been added that excludes judicial acts implemented before January 3 from the ban, and a separate mention of mandatory payments has been added.

The ban on encumbering assets from "I" accounts has been formulated in an identical way.
